Disable commenting on activity posts for article publishes and comments by creating an ActivityType (?).

Update: there is currently no way to disallow commenting on activity posts in Vanilla. See: http://vanillaforums.org/discussion/29968/how-to-disable-commenting-on-custom-activity-types
