Background color in HTML editor does not apply #20

What steps will reproduce the problem?
1. Open HTML include with HTML editor
2. Set the background color to a different color other than white

What is the expected output? What do you see instead?
Page background color should change to selected color, but it doesn't change

What version of the product are you using? On what operating system?
ver 1.9.0, using Windows XP

Please provide any additional information below.
Need to change the background color since the font color that is supposed
to be use is also white. Also the page only inherits the color of the main
page.
