Separation of SMS authorization in backend to run on local server #5

Separate out the SMS authorization from the core cloud service into a separate service. The goal here is to take the functionality where PII is involved and separate it from the rest of the cloud infrastructure. This lets the SMS functionality to be hosted on a non cloud service.
