Move to CircleCI and add Snyk

Changes

• Remove TravisCI build
• Add CircleCI 2.1 build
• Add coverage reports with Codecov
• Runs snyk tests if the rake tests command ended successfully

References

I was required to first include the Gemfile.lock file, as snyk needs that and Gemfile for their CLI to work.
