gha: fix kustomize build #87

Error is pretty enigmatic:

build: info: kustomize build in directory release/deploy.
build: error: failed to execute kustomize build in release/deploy.
Error: json: unknown field "options"

trying these small changes to rule them out. Replicating the steps locally works fine.
