Allow overriding torrent action settings in a filter without needing to set them all #147

Implemented this in 25d8362b0c78a46e78dc45f9b4727d32f294c2ca, but that proved to cause an issue. This should still be possible; it just requires some more design changes due to all options being initialized with default values.
