Why are these changes needed?

Update version to 0.3.0b1 as a pre-release for 0.3.0
Start using autogen pypi package

TODO:

After testing the pre-release, update the notebooks and documentation about start usingautogen
Make a 0.3.0 release

looks good to me. question related to pyautogen, are we going to eventually deprecate this and move to autogen?

Yes, eventually.
