enable representation of more than one organization on polygon #31

-- organizations linked to polygon are displaying on polygon's angles -- claims no more tied to polygons

*Warning: Amount of organizations that could be represented on polygon is linked to number of polygon's angles

Claims should not be tied to angles but to centroids of polygons. Angle positioning of claim count for building polygons with common parts will make not clear attachment of claim count to polygon. Also it will be important for representation of claim count with far zoom when two or more counties or regions will be represented on the same screen.

@Dovbo Linking to centroids will be implemented in next commits, after creation of proper geojson
