Description

Motivation and Context

As of Jan 31 2024, reviewpad has reached its EOS. #2000

By using gitstream, we can continue to have

automatic reviewer assignment (by assigning to autolab/developers-current, which github then assigns to a dev)
size labeling (small / medium / large)
waiting-for-approval labeling

How Has This Been Tested?
