Scijava parent pom version #4

Updating the parent pom (org.scijava, pom-scijava) to version 29.2.1 leads to some dependencies not being found. e.g. sc.fiji:bigdataviewer_fiji, sc.fiji:bigwarp_fiji @tischi - does this version of the pom work for you? I had to revert back to 27.0.1

This was a local problem with my intellij installation. Delegating build & run to maven (rather than using the native intelliJ builder) resolved this.
