Created new navigation bar at the bottom of the app for switching between files and pages within files, if applicable.

Summary:

Created persistent bottom bar
Moved image switcher dropdown and PDF page nav buttons to new nav bar
- Controls for image switching and page nav only display when applicable
- Separator between image switcher and page nav displays when both sets of controls are displayed
