Add ZMatter/Z-Wave board support

New UDI board uses different family codes and is breaking protocol classification.

• Add FAMILY_ZMATTER=12 constant
• Add new constant to protocol ID portion of nodes/init.py
• determine if Zigbee and Z-Wave use different family codes
