Compatibility SMAC 0.12.0 #257

Working on making CAVE compatible with SMAC 0.12.0. This is dependent on PIMP.

Also, SMAC 0.12.0 introduces budgets in the RunHistory which should at some point be reflected in CAVE's data-structure (will simplify things hopefully!).
