install all plugins used by the semantic release pipeline

This commit should repair the broken release build caused by the introduction of the changelog plugin. Our CHANGELOG hasn't been updated in 5 months. O.o

Why did this start breaking randomly...

The Debian image changed and no longer included proc tools by default like ps, which the homebrew install script relies upon. I added the proc tools to the list of prerequisites for Debian installs to fix it.
