navbar scale edge case #26

The transition from full navbar to condensed one should happen a few pixels earlier. Image captures a case where the navbar spills outside the expected bortders

Changing cmu logo to stacked version seems to give a little more space and this issue doesn't manifest anymore. Only related thing is that when changing from full to condensed navbar, the cmu/auton logos drop a few pixels (Brave 1.42.95). Not critical path, so closing this issue for now.
