[FEATURE REQUEST] add python package, flask API and vuejs UI as options to `Deploy()` #357

Instead of just the "raw" package that comes out from Deploy() currently, Talos will provide several useful options for deploying a model (or several models):

a self-contained python package
a Flask based REST API (without authentication)
vuejs based GUI
