Update `handle` for `publicId` #74

This PR changes the public handle (the name that identified a user) for a publicId that is generated automatic and deterministically from the oauth user information. This public ID should be shared by the user who wants to get things shared and is available in the profile section at the Copy my Public ID button

Additionally, updates the styling and the flow of Terms of Service
