Optimize Telemetry backend to reduce data sent to frontend #17

We need to investigate the rust backend for telemetry to reduce the amount of data that we are sending/ingesting. We should look to see how we can re-configure/change data that's:

inbound into the rust backend from the nodes (keeping only the data we need)
outbound data to frontends that are subscribing to the backend
