Add Snappy data compression #48

This pr is breaking change to a format though. We might want to upgrade the version of telemetry at least, as it can break some product team scripts.

@nazar-pc keeping track of whether we should send compressed or uncompressed data on telemetry would require too much logic. Can you share these scripts or just update them to use raw snappy (without frame format)?
