This upgrades us to Jenkins 2.19 and ContainerPilot 2.5.x.

We'll want to use this for https://github.com/joyent/product-automation/pull/1. I've tested it out with a build of ContainerPilot that includes this fix https://github.com/joyent/containerpilot/pull/256. Once that's been merged I'll cut a 2.5.1 release of ContainerPilot and update this PR with that.
