Tags - Duplicate tag values within a 'Feature' - Should Raise warning #36

When duplicate tag values are added within a 'Feature' e.g @Tag @Tag @Tag the editor accepts them as they are not a language error, however, a warning should be raised as duplicate tags are unnecessary.

Note that this rule should also apply to scenarios.
