ci: update build-and-test-differential workflow #93

Description

This updates the build-and-test-differential workflow using the one from Autoware.Universe. Following updates are made:

split common steps used among build-and-test and build-and-test-differential-self-hosted into action file
show disk space before/after the workflow
add label protection
