feat(ci): disable `Upload Artifacts` on `docker-build-and-push` action

This PR is a subset of https://github.com/autowarefoundation/autoware/pull/4673 It disables Upload Artifacts on docker-build-and-push action. As soon as the disk space issue is resolved, we hope to be able to revert this PR immediately.
