[Feature] LG SVL simulator integration #343

Now. we have no good simulator for Autoware, but l think LG SVL simulator(https://github.com/lgsvl/simulator) will be a one of the best simulators for Autoware. So, I want to integrate this simulator with Autoware and enable autonomous driving simulation.

New Feature

add LG SVL simulator integration and documentation.
