Prosecution notices currently show as a giant wall of text:

Acceptance criteria:

Prosecution notices should be easy to read.
Prosecution notice text should display with paragraphs.
Prosecution notice text should not overflow the bounding box.
Prosecution notice text should not require scrolling to read.

Things to investigate:

Fix the data formatting upstream.
Investigate text overflow CSS options.
Investigate whitespace display CSS options.
