WAMP / WP / LOCALHOST / TIMTHUMB #354

What steps will reproduce the problem?
1. I downloaded WP template that uses timthumb vers. 2.8.2, cache folder is 
made automatic, i gave all the permissions possible.
2. I changed timthumb to version 2.8.10, and made a new clean folder 'cache'.
3.

What is the expected output? What do you see instead?
Images in slider, but nothing is shown, not with step one and not with the most 
recent version.

What version of the product are you using? On what operating system?
Windows, WAMP localhost server, PHP 5.3.0.

Please provide any additional information below.
