Benchlisting disconnecting all chains under a single node #2127

The chain router currently disconnects all chains on a node if a node is benched (ref). This can lead to the maximum portion of benchable stake configuration (ref) not being honored.

This issue has become stale because it has been open 60 days with no activity. Adding the lifecycle/frozen label will cause this issue to ignore lifecycle events.
