P-chain docs #2770

Describe the bug There are some P-chain docs in avalanche repo, which are not up-to-date, nor particularly visible. We should update them and them to a platformvm level README.

To Reproduce Just look at the docs here

Expected behavior Documentation should be up-to-date and linked to a platformvm package README
