eth_getBlockReceipts not supported on the public API #2999

According to the issue https://github.com/ava-labs/coreth/issues/427 eth_getBlockReceipts method should be supported however it returns method not supported error

Tested from https://ethereum.github.io/execution-apis/api-documentation/
