It should not fail unless 4.17.9 deb is broken., possibly a missed 4.17.8 version check inside 4.17.9.
Can you do a fresh install with 4.17.4 (v2) and then try to install 4.17.10 and check if it works?
That was the issue, wrong kernel check on deb package's been fixed... thanks for finding out this. I usually test upgrades in steps...
Going straight to 4.17.9 causes dpkg to fail. Install 4.17.8 first. Confirmed on a fresh install, nothing added.
