Chart Review should open links to other tabs

@aw449 @TonyBosshardt We will need some way to include in the URL the currently opened tabs for the patient, and which ones are on the main pane and which are on the sidebar. For example: /patient/:mrn/?main=visit/123,lab/456&sidebar=order,notewriter would show [Visit report 04/01/2023] [Lab report 05/13/2023] | [Orders] [NoteWriter] in the tabs (where | separates the main and sidebar panes). Does this sound like something you can implement @aw449 or would you need me or @TonyBosshardt to help out?
