Fix: Handle blocks with empty commitments

This PR addresses issue #44 where the Web LC was not working due to empty blocks with no commitments.

Changes made:

Modified runLC function to handle blocks with empty commitments
Updated BlockData component to display "No DA submissions" for blocks without commitments
Added error handling and logging in the processBlock function
Updated the Block type to include the hasDaSubmissions property

Testing:
Tested with blocks containing DA submissions and without DA submissions
Verified that the UI correctly displays "No DA submissions" for blocks without commitments
Checked that the light client continues to process subsequent blocks correctly
