Include Auth Service in IIIF Manifest for Public CDL Items

Description

Auth is turned off for all public manifests, but public items can also be present in collections managed by CDL that will require an auth service to work correctly.

Definition of Done

• [ ] Public items that are managed by CDL (i.e., CDL is enabled for the collection) have an auth service added to the Presentation 3.0 manifest

Could be difficult, since this would also need extra work to make this happen at all with CDL (even with the auth service, things would still not stream).

Probably not worth doing for our case, and making a note of this in the wiki with details about our implementation.
