Change Note Field Rendering in VTT

Description

Currently NOTE blocks in VTT files are displaying in the Transcript component:

Users should be able to hide the display of NOTE blocks, which will most often be comments not meant to be part of the rendered document.

Done Looks Like

• [ ] Ramp prop allows users to display or hide NOTE blocks in VTT files
• [ ] When set to hide NOTE blocks, they do not appear in the transcript component as in the image above
