Version the Spec #8

We should begin to version the spec, and make sure that the version number is clearly indicated on the website.

In addition, I'd like to dog food SRN - but given that we don't yet have a working parser we'll have to either "fake it" or ignore that idea until we get a bit further along.

I propose that that version currently on semanticreleasenotes.org (commit d9090b094babd1981ca68f6b902aff8a0a527d83) is version 0.1.0, and we update accordingly as pull requests come in.

Lol just mentioned this on another issue before I saw this. Agreed with the above.
