Arora on Mac doesn't properly handle turning off "quit when last tab is closed" #848

What steps will reproduce the problem?
1. Turn off "Quit the application when the last tab is closed" in the 
preferences
2. Close all Arora windows

What is the expected output? What do you see instead?
The application, as intended, does not quit, but it's not usable because the 
menu bar becomes 
empty. A "real" Mac application (Safari and Firefox, for instance) would 
maintain the menu bar, or at 
least a subset of it, with no windows open, so that you can open a new window.

What version of the product are you using? On what operating system?
git revision 0405e86, Mac OSX 10.5
