feat: pytest, ruff and poe based buid for quicker interations

Describe your changes

• Increase the maximum python version to <3.12.0 due to this being a kfp setting as well
• Replaces the build flow to a pytest driven setup
• Runs ruff and related formating
• No changes to the core were made
