Feature request: Rules reminder after getting in line #64

Scenario: User enters the room, and joins the wait list. If they have not previously done so, Beavis should display a message such as "Hi @username! I noticed you just got in line for the first time. Please be sure to read the rules (rules link here) or you might lose your spot in line!"
