Tests for weatherplugin

The branch fix/WeatherLinks has received some fixes and works now fine as bot. However, the changes in the behavior broke some tests.

The issues are:

• The weather plugin is now using 2 lookup queries (1 before fetching weather data and 1 after), to solve some link problems
• The weather plugin is using caching, which is used when the location has already been looked up before

To get this task closed: (1 task left)

• Get the tests for the weather plugin working again (done)
• Create mocks (done, except caching)
• Test the cache of the weather plugin

Extra task: (done)

• Let the cache duration be configurable (but leave the current values as defaults) (done)
