Remove the project .rspec file #13

Since other rspec users often have their own preferences regarding rspec output, this is better suited to a ~/.rspec file which allows everyone to have their own style while still running the same tests.

Coverage remained the same when pulling ee1818c8a68192b2f8297e140501e1e4c230c739 on mattdbridges:master into 0ad43baa0263006cc267d4c97497e3fcb1d01db9 on avdi:master.
