SoS notebook not working with jupyter-client > 7.0.0 #16

Describe the bug The current installation/dependencies are broken. Please see the problem reported here: https://github.com/vatlab/sos-notebook/issues/328

To Reproduce

  1. Run Binder
  2. Execute am IRuta notebook cell in a SoS notebook

Suggested Fix We should update the sos-notebook dependency to 0.22.9 which apparently fixes that problem. This may require adjusting other depdendencies, too.
