Update dsol, djutils to latest version #5

The dsol and djutils versions are a bit behind and should be updated to the latest version. Since there were some bigger changes, this is quite some work.

dsol update to 4.2.1 osm update to 0.49.2 fastcsv update to 2.2.2 junit update to 5.10.2 joda-time update to 2.12.7 apache-poi update to 5.2.5 mysql-connector update to 8.3.0 and latest mysql-connector-j jgrapht update to 1.5.2 xstream update to 1.4.20

Tested updates. Code works.
