Error when building dhe pom on the BroderParent #2

What steps will reproduce the problem?
1. Go to BrokerParent Folder
2. run mvn-install

i see that the 04_DelpoyService is empty 
is it normal?

What is the expected output? What do you see instead?

Hi i'm on a Windows 2012 Server
With Maven 2.2.1
The JDK is from The IntegrationToolkit 9.0
The PATH environment points to C:\Program Files 
(x86)\IBM\IntegrationToolkit90\jdk\bin
and the JAVA_HOME points to
C:\Program Files (x86)\IBM\IntegrationToolkit90\jdk

I have installed those products
WebSphere MQ Version 7.5 for Multi-platforms
Integration Toolkit 9
Integration Broker 9
