Create blagnac.json #80

Thanks for your PR.

But I'm not sur that it's a good idea to create a separate entry for Blagnac. It probably best to keep it inside Toulouse as there won't be a lot of places in Blagnac (probably only one :).

But if you think, Blagnac deserves its own location, then that's fine for me. But, in that case, your current PR is not enough. You should add an entry for Blagnac in the locations/locations.json (see https://github.com/avernois/devfriendlyplaces#add-a-new-location )

This place has been added with Toulouse. See pull request #82
