Add Debian packaging #65

Would you consider adding Debian packaging and submitting it to Debian so this can be installed with apt install python3-jsonmerge . This would allow the package to be used by other Debian packages.

Sorry, it's unlikely I will have time to package this for Debian.

Also considering #64 and the fact that RefResolver API is going away in jsonschema I'm not sure what the future of this package is.

Rewriting it for the new referencing API seems like a significant amount of work that I don't see myself finding time for.
