Reason for disagreement: Tester believes that the lack of padding hinders reading. Sentences are clumped into a seemingly single paragraph with no separation.

Readers often have to go back and forth between the program and the UG. They can get easily lost in that clump of words.

Developers must remember that they are familiar with their own programs, and their use of UG is minimal. That is why developers believe that the padding is reasonable.
