TTS prompt never goes away if you dont install TTS, also preference change away from TTS is not remembered #15

What steps will reproduce the problem?
1. Start watts, menu/more, text to speech box
2. dont install tts
3. try to remove preference for tts, program maintains preference and 
always prompts

What is the expected output? What do you see instead?
expected tts dialogs to go away

What version of the product are you using? On what operating system?
version number not listed, but in about its the version you "rewrote all 
the graphing commands"

Please provide any additional information below.

Can reproduce in Version 1.2.5 just loaded from the Homepage. clicking Battery 
Low Warnign and Text to speach is not highlitet, but message shows "Speach 
disabled". Installing TTS is forced, because every time you start Watts without 
installed TTS, the install dialog apears. Version is missing in "About" Dialog.
