[APF Odisha] Update "To be monitored by QRT" as "No" for already exited cases

Context

• [ ] QRT users should have only High risk cases synced to their device, but once the individuals who were high risk during exit still remain in the QRT users devices.
• [ ] To fix this, we have recently added decision rule to the program exits to set "To be monitored by QRT" as "No" which solves the above problem
• [ ] But the cases which were exited earlier before this change, still sync to the QRT users. In order to solve this we will be adding "To be monitored by QRT" as "No"

Script

• [ ] Update -
• [ ] enrolment decision "To be monitored by QRT" as "No" where program exit date is not null
• [ ] registration decision as well
• [ ] where "To be monitored by QRT" is not set to "No"

Process

• [ ] Write the script and get reviewed it by Product team

• [ ] As part of this card, this should be first done for only one record, get it QAed on UAT

• [ ] Once the sync is tested for that single record completely then run it for all records on UAT

There is a bug in the Subject Patch API and the above cannot be achieved via script alone.
