Upgrade Reporting libraries #1322

Upgrade all reporting libraries

Metabase
Superset
Jasper

The upgrade needs to happen on both Samanvay and LFE infrastructure

Tasks (Metabase)

Backup database
Replace jar file
Start Metabase and verify a few reports to ensure everything is still working

Potentially move to containers
Write down production processes to restart, look at logs, maintenance etc on readme (private directory)

Metabase 46 needs JDK 11. Installing JDK 11 on (unsupported) Amazon Linux is a rabbit hole. Suggest we setup a different server with a current OS before upgrading.

Lets move on to Ubuntu here. We should standardize on Ubuntu and move away from RHEL based stuff.
