Mandatory GPS coordinates in form

Some implementations might require mandatory GPS coordinates when filling in forms.

• On form mapping, add a field to mandate GPS coordinates
• When creating subject types, programs and encounters, have inputs that ask for GPS coordinates
• Mandatory GPS coordinates toggle should be available in form mapping edit/create
• Use this on avni-client (override user settings)

@vinayvenu why it needs to be form based? and why cant it be in organisation config? do we have usecases for why we need to enable only for certain forms? Asking since based on that estimate might vary

@mahalakshme we don't know the answer to that right now. Both will work with our known usecases. Would you prefer doing a first implementation with an org config based approach?
